I think it's because we were supposed to look at Zuko and say "What a dick" and then were given a really compelling backstory, struggle, and some really strong good characteristics (determined, honorable, etc.) and a powerful character arc. With Mai, I don't think we ever saw her struggle, she wasn't emotionally involving, and it's not so much that she acted like a dick, but more that she was flat, had little development, and was given very few good characteristics (she was snarky? That's funny, but doesn't make me invested in her).

Zuko's betrayal was for clear reasons, and while a shit move to make as a person, makes for a great story. In addition, while it was a dick move, we understood why. Why did Zuko team up with Azula in the Season 2 finale? Because he wanted his father's love and his honor, he would be important there, while he was still going to be playing second fiddle in the Gaang. Why did Mai leave TomTom with the Gaang? We don't really know.
