Most generally agree in this world that even if choice is an illusion, because it's one we live by, we still have agency in our choices and how we conduct ourselves.

Exactly. That's why I think responsibility has to be all or nothing - either we believe in the idea that people can exercise judgment and control over their own actions, or we believe they are helplessly caught in the stream of causality and have no other choice based on their circumstances. You can believe fate and circumstance influence decisions but still hold people accountable for finally making the choice.
