SIXTEEN YEARS OLD. At least Gale and Peeta are in the same age bracket.

As long as she's underaged that's fucked up.

Not to say that a fic can't write the situation well considering how fucked up Panem is, but considering she's hardly interested in her love interests

Hmm, well, she's 17 by the third book, and sixteen is the age of consent in most places.

Also! You could totally make it work post-series if the age thing is too creepy for you. :)
