It has two. Maria Hill was equally awesome and got an excellent action sequence in the very first part of the film where she very much proved her mettle while trying to stop Hawkeye from escaping. And she called Fury out. It takes guts to do that.

2 out of nine characters is not a great number, but the fact that we got two awesome ones instead of the alternative IS good.
