I would feel that same way but I disliked Don Cheadle's portrayal of Rhodey to the point where I was hoping for another recasting.

Three actors playing the character in three different movies would have been a bit...much, imo.

Since the 2003 Hulk was a different continuity, it doesn't count. Also, the only tie-in The Incredible Hulk had with the MCU was Tony showing up for all of one tiny scene. A third actor for Rhodes would be three people playing a major character against even more major characters who've had consistent actors.

How so? (not trolling, just curious) I thought his casting was better than Terrace Howard's. Like, with Howard's Rhodey, you got the feeling that Tony would just bulldoze right over him, and he'd be like, "Okay", whereas Cheadle's Rhodey came across as being 'firmer', ready (and willing) to put Tony straight if he stepped out of line . But yeah, YMMV.
