The way I've heard it explained is that 2 tries to go from evil versus even worse evil to sort-of-good versus unadulterated evil. Mercer wasn't good enough to qualify as sort-of-good, so they stripped out his redeeming qualities to make him the villain. (I've heard the same complaint about Blackwatch, actually--they were Nazi-level evil even in 1, but 2 somehow managed to make them even worse, to the point of being hard to believe.)

Of course, I only played 1, so take this with a grain of salt.

The second game sort of dropped the ball on characterization with Mercer judging from how I've played. He ended the last game sort of good (He saved New York, at least), now he's just evil. With his new VA, he almost seems like a new character.


And I agree with you on Blackwatch- they're so evil that it loops back around into hilarious.
