She's one of the only characters in all of TNG who's allowed any character growth at all. Where she ends in her relationship with Data is very different from the place where she begins. I really like that she is flawed in a way that no Star Trek character is allowed to be again in this part of the franchise. She's wrong about Data. We know it. The other crew know it. And eventually, she comes to know it too.
I love Beverly Crusher hard, but I missed Pulaski when she was gone, especially when years later I realized that most of the other characters on the show remain very static.
