Except for the fact that the pro-bending story dovetailed with the Equalists story (and is the primary source of levity and character development for Bolin). I hate it when people refer to legitimate subplots as filler, especially when said subplots serve a purpose in the entire story arc.

And the format of the pro-bending announcer very neatly fits into Tarrlok's propaganda videos in the intro. Think about it- bending has been sidelined to an arena or for perpetrating or stopping crime. Tenzin himself even SAYS in the second episode that probending is a mockery of the noble tradition of bending. Its very existence represents a lack of spirituality in the nature of Republic City and in Korra herself. Probending can be seen as filler or superficial nonsense, but that superficiality speaks volumes about the nature of modernized bending.
