I see it as a grey area, personally - sure, the vamps aren't killing people for it, which is an improvement, definitely, but they're also depriving people who those donations are intended for of blood, and Angel and Spike show later on that vampires can survive and even enjoy animal blood from the butcher's, so it's not as if they NEED human blood (so essentially something like the difference between going to the swanky five star restaurant versus Applebee's).

And I think on at least one occasion where we saw vampires hitting the blood bank up, they also killed some employees, so the murder probably wasn't the best foot forward for those vamps.
