Within her universe there's no stigma against her for the group she was born and raised a part of.

Do we know that for a fact? In 'The Promise' a character referred to Sokka as a 'water tribe savage,' iirc. I wouldn't say a single line is enough to completely grok cultural/racial status in the fictional world of Avatar/Korra, but it might suggest that that the characters that populate that world have some prejudices when it comes to one another.

There's no stigma against her for the groups he was born and raised a part of by some other overarching, superior, dominant other-race. Everybody in that world is part of a tribe that is not-white.

So there is no systematic marginalization of Korra's group by a different group with more overall power and privilege. Point stands.
