Then, a single post on the fandom/character tag should be fair advertisement for your blog. Add relevant RP blogs if you feel like it. Tag the relevant stuff.

Or just make a pimping entry on an lj or dw comm related to the series / character.
Make sure you tag your posts with the character / series / etc.
I just submitted a picture on my dA advertising it and made a pimping post on an lj comm, and got spammed with 40 asks... so lol.

You might get some nitpicky followers, but they're generally a minority, most people are just excited about interacting with characters they love.
As for getting exposure... Making an IC introduction post tagged with the character and fandom will usually work well enough, but if that doesn't drum up much interest, you can go fake-anon and send yourself a question or two to get the ball rolling, or look for other ask blogs in the same fandom and ask if they'd be willing to plug yours.

You can start out with fake questions, or have your character musing to themselves, but it's generally a good idea to indicate you can and will produce content.

I never used Tumblr before, and WOW is it a bizarre way of blogging, but you get used to it (mostly?) Get a ask___ tumblr name, make an intro post so people can see your art, tag it with the relevant character name/fandom, and await asks!

The most important thing on Tumblr is tags. Tag your post with most popular tags in your fandom, but keep in mind that only the FIRST FIVE TAGS will show in Tumblr search. So, 5 popular tags first, 'personal' tags later.
It also helps to do a small intro drawing. Maybe the character holding an "ask me anything!" sign or something similar.

So my advice (read: this is how I did it) would be:
- Just go for it. If you never start, you'll never know!
- Make the first post a "askbox is open" thing. Do it in a manner that is representative of how you're going to answer the questions in the future, to give an idea how your posts are going to look like. Then TAG IT! USE THE TAGS! ALL THE TAGS!!! people who are interested in a certain thing track those, and will stumble over your blog easier this way.
- Just do your thing. Answer the questions you get in a fun and consistent manner. Try to come up with a good/non-ordinairy answer for every question. Having a mug-shot of a character going "yes" "no" "maybe" post after post isn't very fun.
- Don't expect lots of notes/questions right from the start. Or at all. I'm still happy when an ask of mine gets more than 10 notes haha.
- HAVE FUN YOURSELF! Be aware that you're going to draw the same character(s) over and over and over and OVER again.

just do it! Who knows, you could have lots of fun with it
