It was more or less a clean slate. What DC tried to do with their "nu 52" only Marvel did it without completely destroying the original universe (dubbed "616" because worlds/universes are numbered in comic books, just to keep things simple. Ish). So the first issue of X-men opened up with the X-men getting together, but in a modern context. So they had an opportunity to update these characters from the beginning and make their stories fit more in the "real" world. That, in turn, gave them the opportunity to add a level of diversity that wouldn't have been acceptable back in the 60's.
Presumably when that all went down and they thought "time to make Nick Fury"... Well, the original Nick Fury... let's see, he got his start in a WWII comic leading a troop called the Howling Commandos. War hero, old school. Few decades later, they made him a spy, but a spy with a very 60's flair. Cool for 616, but in Ultimate, remember, they're trying for modern.
So my guess is, they said "Who's the toughest, scariest SOB we can think of?" And someone said "Samuel L Jackson." And someone else said, "Good gravy, you're right, he's terrifying! He'd be perfect." And it turns out SLJ is a HUGE comic book dork, so he was cool with it (because yes, you do need permission or legalities to make a character look like a real person if it's not a parody, which is why, say, Coulson doesn't look a think like Clark Gregg, more's the pity).

It became a giant convoluted fucking mess and oh look, the spidermans are having a crossover. Hmm... what'd they say about that at the beginning? That they'd officially run out of ideas if they ever had a 616/Ult crossover?
Mmmyep.
Don't get me wrong, Ult Spiderman has been the only consistent not-crap part of ultimate line. But it's still goddamn disappointing that they jumped the shark a decade later.
My comic geek bitching aside, I bet money your reasoning is pretty much fucking spot on.
