Maybe because her name is so clearly a japanese name, and the entire universe is based on asian cultures?

Yes but... if I name a kid a Japanese name that don't make her Japanese if she has white skin and green eyes. Yes, even if we live in Japan.

The only clearly Caucasian resembling people in universe are Foggy Swamp Tribe. And half of them are still pretty chinese looking (which makes sense when you consider that they are surrounded by earth kingdom peoples on all sides)

Pretty sure it's generally agreed that the Southern Water Tribe and the Foggy Swamp Tribe are based on Inuit/Eskimo culture and certain Caucasian groups living in Louisiana and Mississippi bayous respectively.

Playing devil's advocate, her facial features are a bit more angular than what you'd expect from a stereotypically "white" person.

She reads to me as a "white" person with some mixed heritage, personally.

Because she lives in a fantasy land where none of the world's context of race applies. She's not white, she's not anything, since race doesn't seem to be a concept.

To an extent, I agree.

The culture in the Avatar world is obviously Chinese influenced. One of the creators (Bryan Konietzko) often cites inspirations for certain characters from LoK and they're usually Asian (with the exception of Hiroshi Sato who has both white and Asian influences).

I think the eye color is what throws a lot of people off. Stereotypical, Asian's eye color's range from light brown to black (and sometimes grey).
