Yes, since the sphincter is a muscle the general reaction is to clamp down that's why you want to kind of push out if he's trying to get in or it will be painful for you.

Yes, it certainly happens. Whenever my partner orgasms, his body seems to clench around me and it is AMAZING.

It's also there during general penetration/intercourse, but it really only "clamps down" during intercourse, and the term is really quite appropriate. It seems, as far as I've heard, to be more average a response in men than in vaginal intercourse.
