Joseph Bell.

"In his instruction, Bell emphasized the importance of close observation in making a diagnosis. Cool. But still, that's the general concept of forensics - not the Sherlock Holmes personality.

No -- Sherlock Holmes the character was absolutely based on Joseph Bell. There are many, many books/articles about this, as well as a tv series called Murder Rooms starring Ian Richardson as Bell (he also played Sherlock Holmes a couple of times).
