Joseph Bell.

"In his instruction, Bell emphasized the importance of close observation in making a diagnosis. To illustrate this, he would often pick a stranger and, by observing him, deduce his occupation and recent activities. These skills caused him to be considered a pioneer in forensic science (forensic pathology in particular) at a time when science was not yet widely used in criminal investigations."

Cool. But still, that's the general concept of forensics - not the Sherlock Holmes personality.

No -- Sherlock Holmes the character was absolutely based on Joseph Bell. There are many, many books/articles about this, as well as a tv series called Murder Rooms starring Ian Richardson as Bell (he also played Sherlock Holmes a couple of times).
