I tend to characterize both him and Loki the way Odin did - "just a boy." I think writers tend to get overly caught up in their man-chops and posturing (And who wouldn't? Even Darcy was admiring that cut when Thor had his shirt off. ;) ) and forget that these two are only barely considered adults in Asgard. Start thinking of their actions as coming out of late-teen boys, and you start to understand their characters better.
Thor is not stupid, nor is he incapable or dull-witted. He's a kid trying to be a man, he has enough life behind him to think he knows how life is/should be but not enough life under his belt to have the wisdom of experience and hindsight. He wants the great power that comes with being an adult but is only just learning the great responsibility aspect of it.
I see the poor characterization of Thor in a lot of fics as simply being an echo of how a lot of people think someone his age in his position should behave as opposed to what they're seeing on screen or in the comics, and they're trying to reconcile those things. Perhaps it's a case of a lot of people Thor's age writing fic? ^^;

I have this theory, based on how much he grew up during three days on Earth in his movie, that for the near-immortal Asgardians, maturity doesn't really come with age. It comes with life-lessons and state of mind.
(Then I start to extend that to physical maturity and theorize that if you had a kid who didn't have any other kids to grow up with, they could stay a toddler for decades, while Thor and Loki, who had one another, grew up at a near-mortal pace. And then I get lost in my own head-canon.)
