Yeah, thing is the movie never touched upon it. Gothel was just sold to us as the villain of the movie and nothing more.

eta: also adding that this is a Disney movie, made to be black and white. It shouldn't be surprising that Gothel didn't love Rapunzel, just her hair. That way we can just marginalize her as the Evil Witch of the story.

Gothel was never supposed to be a sympathetic character to being with.

Disney's capable of villains with sympathetic qualities (Zira from Lion King II: Simba's Pride showed love for at least one of her children and for the well-being of her pride) but they opt out so often for no reason at all. I guess because they rely so heavily on the catharsis of killing the villain as the climax of the story rather than redeeming or just defeating them non-violently, and killing people the audience might feel for a little isn't good policy.
