She saw absolutely nothing wrong with what she was doing. Sure screams loving her even a tiny bit to me.

I was a little dubious over whether she loved Rapunzel or not, especially when she went out of her way to get her the pigments for her painting on that long trip just for her birthday, but when that point of the movie came up, I realized that that wasn't love. Some sort of affection, maybe.
Affection for a child? Nope. Affection of the kind you might feel for, say, a plant you're taking care of? Now, that I can believe.
