Even when they don't dispute that people have been individually harassed for being white, and are just rigidly using racism to mean institutional racism, ie: power plus privilege, I still hear the assumption that POC's can't be racist against white, ever, anywhere. I find it hard to believe that POC lack power and privilege in countries where they are the vast majority, or that being caucasian is so intrinsically and universally desirable that POCs in foreign countries automatically elevate whites to a position of power and privilege just based on their pale skin. I've heard both these being claimed and it boggles my mind.

That is a wrong, Western-centric assumption. But keep in mind most countries where non-Caucasians are the majority, there is only a small white population living there and usually by choice, which is highly contrasted to minorities living in places like North America.

Why does it matter if minorities live in a country by choice? And for that matter, what do you mean "by choice"? Most immigrants aren't forced into America, after all. At any rate, speaking as a white person who lives in Japan, I don't want to open the whole "racism!" can of worms but I will say I'm sick and tired of being kicked out of stores, denied apartments, and having rude things muttered about me by people who think I can't understand Japanese. My job put me here in Japan, just because I accepted does that mean I'm entitled to be treated like crap because I don't look like them?
