Theodora, the protagonist, is an anthropology grad student who has come to Ivory because it's the only planet where magic is known to work, only to get stranded there--not, as I recalled, because her funding was cut, but simply because she was robbed and now, without money or documents, is trying to scrape a living and earn her passage back home by telling fortunes in the marketplace. Then an Ivoran aristocrat, Ran, offers her a job reading cards for him. It's a much better prospect, but of course, it has plenty of complications, involving family enemies, a curse and other little details like that. It's been a while since I read it, but IIRC, it ends with a duel between Ran and the antagonist--who I think was his cousin or half-brother or something.

It's a trilogy--Gate of Ivory, Two-Bit Heroes, and Guilt-Edged Ivory--but the first can be read on its own. (I haven't read the sequels, myself.)
