Nah, attraction. There is no romantic love without attraction. I hated how the love square was handled but Korra should be able to date who she is attracted to.

I have a few guy friends who are nice and real fun to hang out with that I'm just not attracted to. Can't force something that isn't there anon.

Lol no. I'm implying that you can't be romantically interested in someone if you aren't romantically interested in them. She wasn't interested in Bolin being more than a friend (for now).

Even if I were implying that, whose to say Korra is asexual? For many who aren't, sex appeal may matter (whether they'd openly admit it or not).
