It's kinda starting to bug me when people say this. LoK is hardly the first show to have story arcs contained within each season with little to no crossover. One big plot point to last for the whole show is not a requirement. =\
Further, we have Korra who is, more or less, a fully realized Avatar. We haven't really seen an Avatar going about their daily life and responsibilities before in the shows: big explodey drama moments they experienced, yes, but less on other stuff. That's something to explore. And--though I'm pessimistic about this point-- you'd think that with all the lines dropped about "wow, lots of people drawn into this Equalist thing..." that there'd still be citizens with grievances that are irrelevant to Amon's identity to be resolved. So far as I can tell, everyone thinks Amon got away, too, so one would hope there'd be some lingering paranoia/anger in the bombed-out city. Plus, Korra has the ability to restore bending...but will she go ahead and restore it to triad members, who used their bending for crime? Maybe we'll finally see Bolin and Asami get some better defining character moments, too-- not so much a plot point, but it's certainly something that remains to be seen.
Pro-bending could very well return, too...it's not like Bolin and Mako gained excellent employment in the course of the finale, and that was sort of their whole livelihood before. I think a little too much time was wasted on it, but otoh it'd be weird for it to just completely disappear from the narrative, too, especially since 3 main characters actively competed.
I've also seen a lot of people suggest that Korra could have to deal with the spirit world, which is something else we saw only hints at in AtLA and basically none at all in LoK.
