As others have said Korra stepped back after that episode where she kissed him. Mako was the one who kept going after Korra, telling her how wonderful and amazing she was behind Asami's back. I know it's not a very legit reason, but Korra wasn't the one in the relationship either. She could do whatever she wants. Mako on the other hand was in a relationship so he had more responsibility in the effect of Asami's feelings get involved and not just his own. He should have ended the relationship once he realized how much he liked Korra rather than dragging in on for no discernible reason. Mako just really seemed like he wanted to have his cake and eat it too.
