Saying that it's all just nostalgia is like saying that the "Disney Renaissance" wasn't a thing because ~~~NOSTALLLGIAAA~~~. (Of course, the the Disney Renaissance also came about in part because of their excellent kid's programming. Which was, you know, part of the 90s. :)
But anyways, you had Nickelodeon finally hitting their stride with their own original programming, same with Cartoon Network. Kids were finally being seen as an television audience rather than just a way to sell toys (unless there were Pete & Pete action figures that I missed out on in which case DAMMIT). With the rise of cable TV it was really the first time that kid's television was an actual thing. You had entire channels totally devoted to kids, rather than just random blocks of time on network TV. Plus the fact that this was all sort of untamed territory meant that people could get away with pushing the boundaries and trying new things (hence why the hell Ren & Stimpy and Rocko's Modern Life even ever got on the air, while also explaining how the hell Pete & Pete happened).
I mean, you could argue about the actual quality of the programming (I'd still say that there were consistently higher quality shows in the 90s, but whatevs), but the biggest reason why people look on the 90s with fondness was because that was when children's TV really became "children's TV" as we know it today. The 90s were a total game changer. The 90s picked up the ball that started rolling in the 80s and just fucking ran with it. That's why it's a Golden Era.

Trying to think through the tequila, but I'm pretty sure you're a butthurt late 90s born baby who wants to believe the era you were born in is so much better than everyone else's.

Just that the 90s completely changed the game for children's TV and it really was a Golden Era because no era has done for children's TV what the 90s did. Which was cause the institution of children's TV as it exists today to exist at all. And you would know this if you knew anything about children's television, instead of just screaming ~~~BUT NOSTAAALLLLGIAAAAA~~~~!!!!!

All generations have good tv and bad tv. Don't pretend like the nineties were special. They weren't. "If you knew anything about children's television".
