Some ground rules:

It's not non-affected. And the point of that joke isn't just that Rob Schneider makes interchangeable movies, but that he's an idiot too. I mean come on, he even says "derpee derpee dumb." Ha ha, Rob Schneider is retarded.

Look, when you want to mock somebody for always saying or doing the same thing, you use "blah blah blah" or "yadda yadda yadda" or whatever. But when you want to mock somebody and imply that they're a moron as well, you use "herrr derrr" or "herp derp" or "duuuuuhhhhhh". And why do we use that speech to imply that somebody's an idiot? Because that's also the speech used to mock and impersonate people with cognitive (and sometimes other) disabilities. So when you impersonate somebody with "herp derp" or "duuuuuhhhhhh" then it's the same as calling them retarded. Trey Parker and Matt Stone understand this. That's why they used "derp derp dumb" to mock Rob Schneider. That's why the joke works.

I can't believe I actually have to explain the jokes in South Park to somebody, but here we are.
