I really don't understand what people mean by the movie having no basis for them. Even sticking strictly to the movie, Steve and Tony still had one of the most significant relationships. It helps that their relationship also developed throughout the course of the movie, as opposed to, say, Clint and Natasha, who obviously had a lot of history beforehand meaning the relationship dynamic itself was already set in stone.

You might be able to make an argument that there's not enough basis for them to be the most popular ship, but as others have said, that's most likely carryover from comics fans, and new movieverse fans being swayed to the ship due to the already vast amount of fanfic, fanart, and meta available right when the movie came out.

And also, just pointing out that the second biggest ship in Avengers literally say only one line to each other and that's not even in the Avengers....
