Here (Argentina) we have this sort of "custom" called piropo. (Ctrl+F "piropo" here: http://en.wikipedia.org/wiki/Complimentary_language_and_gender) It's alright when they say you're pretty, or compliment your eyes, or stuff like that, but the best behaviour is to ignore those calls, since aknowledging them might be read as interest. Also honking is considered as a flattering thing to the woman that's being addressed to (like, 'you're hot but I'm on my car and I can't really stop, get out of it and tell you that, so I'll just honk to let you know what I think and I want you to look this way for me').

Anyway, I'm explaining all this because it's pretty normal for women here to be on the receiving end of such attention and the general consensus seems to be it's fairly ok when the compliment isn't sexual or insistent since you can just ignore it and not fear the guy's a total creep coming after you. You might be thought of as an idiot for trying to pick someone up with a piropo (because come on, who has ever answered to your call?), but not dangerous.

But then, this taxi driver once followed me for about a block, driving really slowly to match my pace and honking at random intervals. I was near home so I could run if things got nasty, so I kept walking (not changing my pace, not showing any discomfort as if I didn't give a fuck, never looking at the driver or the taxi), with my arm extended and giving him the finger. After about 10 seconds of this the guy finally got it and drove away. I was terrified all the time the guy would just stop and get out of the car. Luckily, he had better stuff to do.

A similar method worked with a parking lot a block away from my house. It didn't happen every time, but it was fairly common for me to walk by and hear the siren they use to signal a car's going out. I'd look and no car would come out. The siren mysteriously began when I was in their line of sight and stop in an equally mysterious way after I had walked completely past. It was the perfect way to achieve what the honking on the streets is after: the woman you're trying to get to look at you actually has to look at you! I stopped looking, I'd just use my hearing to know if a car was coming or not (it never was the case). So when I got fed up... Eyes to the front! Finger, up! Worked like a charm :)
