The premise is that Lockhart chances upon Harry when Dumbledore is leaving him with the Dursleys after Voldemort's defeat, and Lockhart is all "hey, I should raise the child instead of some Muggles, it's a win/win scenario" and he goes and does that without anyone finding out.
