It puts the emphasis on the person being offended instead of you being the one to offend. It's like "I'm sorry you feel that way" but not acknowledging whether or not you realise that what you said was actually offensive. Like you wish you could change how they feel, not what you said. It sounds more like something you would say when someone else had offended them. (Like you said, "I'm sorry I hurt your feelings" instead of "I'm sorry you were hurt")
Mind you, I think context DOES matter and I don't think every "I'm sorry you were offended" is a non-apology. Now if someone says "I'm sorry you were offended but that's just the way I think and I'm not going to change for some random internet stranger".... yeah, well.
