Might as well be. They made the Doctor younger (seriously he was over 1,000 when he was the Fourth Doctor), killed off his race, made the show more about romance, etc.

No. In "Ribos Operation", Romana says he's 759 (he himself says he's 754). I don't think 240+ years passed between that episode and "Logopolis", the 4th Doctor's last story.

I think the tv movie (which is four regenerations later) has him say he's over 1000 year old, but he also says he's half-Human, so...

His age has jumped all over the place in canon, though. Leading to the dictate that the Doctor always lies about his age.
