I think JJ & co. sat down and watched the first few episodes and saw the bit where Uhura sings a song about Spock and when she asks about the Vulcan moons, and they got the idea from that. Pity they didn't wait until they had watched the original movies to decide pairings, Uhura/Scotty is much better.

I kind of want to see Uhura/Scotty happen in the movies. I think they'd have a better sense of humor.

what about the fact that Gene Roddenberry himself had wanted to set that relationship from the start himself* but couldn't do that because she's black? (and then he tried with Spock/Chapel but dropped it because fans hated Chapel)
*Spock/Uhura, not Scotty/Uhura that had absolutely no hint of romantic interest in TOS and were played out only in star trek V (where Uhura was so old that could be your granma but they still decided that making her dance nude and try to seduce Scotty under the influence of Syboc was a good idea and respectful of the original character) that Roddenberry despised anyway.
