That's not really a good comparison. When someone makes a graphic or gif, they're generally not claiming that they made the original photo/video. Just like I'm not claiming to be Christopher Nolan when I write an Inception fic. Even if there's no disclaimer, it's pretty obvious that it's a fanwork. And it's usually "marketed" toward fans of the original.

Posting someone else's fanworks without attribution can give the impression that the poster made them if they aren't upfront about it. Even if they are honest about the art not being theirs, it can be neigh impossible to figure out who made the original graphic without some serious digging.

There's also a difference between creating a fanwork of something, and distributing something that someone else made.
