I think it might also have been that they needed a way of showing how personal lives have to take second place to the service, and trying to work in the whole subplot with Peter's bohemian girlfriend (as well as the specifics about why a bohemian girlfriend would look suspicious) would take up more time than they really had. Make him gay and you manage to have a straight-forward and obvious reason as to why his personal life might be an issue, and balance out the bisexual villain. (Although there was always Jim on the positive-queer-representation side as well)

See, I was confused as to why they made Guillam gay, but this is actually a good explanation, so thanks.
