Pretty much, yes -- just about everyone can understand the various regional accents and place them to the nearest major city, but there's also a lot of variation within very small areas in a region that's very easy to pick up on (for example growing up where I did in South Yorkshire I had a very different accent to kids who grew up in a village 20 minutes' drive away... which was then constantly noticed and commented on by every single kid and teacher when I subsequently had to go to school in Other Village)

It's not only accent but also dialect that changes between areas and helps people pin down where you're from: in my village we used 'laik' and 'alley'; the nearest major city uses 'play' and 'guinnel' so if you know an area well it's fairly easy to pinpoint where people are from, sometimes down to the exact village.
