My friend bought a 3DS recently and let me play it yesterday, so yes, I'm serious. It's way more powerful than the original DS. Resident Evil looked amazing on that thing. The footage I've seen for Luigi's Mansion looks great, too. Luigi's Mansion is all about atmosphere, so crappy graphics would drag that down some, and as someone that owned a DS (and loved it!) I doubt it'd be able to properly handle a game like Luigi's Mansion, most of the 3D (IE not pixel-based) games I saw on that system didn't have a huge amount of control over the characters to compensate (like Elite Beat Agents).

The 3DS also has a camera that's at least good for some fun gimmicks, the ability to have two control sticks, and from what I could tell improved online options.

So yeah, after getting some good time with the system I can say that it's DEFINITELY different from the DS and Luigi's Mansion 2 will be fantastic on it.
