It's not the appearance it's the history. The history of slavery and oppression in America has left its marks on our current society, where people who are non-white and brown-skinned are treated lesser, whether obviously or in micro-aggressions.

A story about the oppressed overcoming their oppressors has less bite to it when it's done by a white character. Especially when the author says that by the point of history in her story there has been a lot of ethnic mixing, and describes the heroine as having olive skin and the capital people as having pale skin and light hair.

But the HG story has nothing to do with race. Nothing. Race is never mentioned as a contributing factor to any sort of oppression. And white people CAN be oppressed, certainly, it's just not generally because they are white. To be honest, this seems like a case of certain fans trying to make this story into something it's not.
