Considering that he caused pretty much zero Ten/Rose angst I have no idea what you even mean. Like Rose gets... mildly miffed at him and Ten at the end of School Reunion? That's it.

Also I fail to see how a character who was created and whose character development began in the Ninth Doctor era could be just there for angst with Ten and Rose.
