you can play as several different dinos in a jp game for the ps1, tho i can't remember the name
primal rage lets you play dinosaur and ape gods
the avp games let you play as a xenomorph, if that counts
doesn't quite count but in world of warcraft you can play a druid which can turn into a non-anthro deer, big cat, bird/bat, bear or fugly seal thing and you play as a critter 99% of the time if you pick a feral druid
