I think the issue is:

Finn wears shorts. No big deal. It makes sense that Fiona would wear a skirt, and even if Finn didn't wear shorts, there's nothing wrong with wearing a skirt.

Still, the combination of Fiona's curvy body (nothing wrong with being curvy, just bear with me here) with a short skirt and thigh high socks is a style that is clearly attractive in a sexual way and brings to mind sexuality. It just is. Fiona is older than Finn, so her wearing this sort of outfit probably isn't a big deal. But people might have issues her clothing on a thirteen/fourteen year old girl. Maybe some viewers have a hard time disconnecting their ideas about Finn's age with Fiona's look. Idk.

Plus, she has a neck. We don't see Finn's neck. For being a human, his design is a very stylized human. Fiona is more "real" looking - therefore, more "sexy".

Plus, there is tons of fanart with pantyshots and upskirts for Fiona... which, personally, rubs me the wrong way. It's to be expected, but still.

At least we agree that the fanart is gross.

I think a lot of this stems from the fact that Fiona and Cake and the rest are based on Natzilla's fanart; she has a style very distinct from Pendleton Ward's. She tends to draw necks and legs and all that.

The guy! Bubblegum and Marcelline are equally made cuter in the Natzilla-verse. She also drew a version of male Finn with a neck here.
