Tokyo Jungle!
It comes stateside Sept. 25th (26th in Europe) for PS3 and PSN and will retail for $15.
You start as a Pomeranian wandering post-apocalyptic Tokyo, forming a pack and hunting smaller critters for survival. Alas, clothes-wearing is part of the gameplay, but I'm not sure if it's purely cosmetic (DLC) or provides necessary stat boosts.

After all that's been mentioned, the only games centered on animals doing animal things I can think of position the player as a human or otherwise omnipresent caretaker.
