If you want to go for plot and continuity, play the Embodiment of Scarlet Devil. That's the first official Touhou game. If you want to play by difficulty, try Imperishable Night.

Here's the official continuity (I'm only putting in the shooters, not the fighting games or the camera-snap shooters):

Embodiment of Scarlet Devil -> Perfect Cherry Blossom -> Imperishable Night -> Phantasmagoria of Flower View -> Mountain of Faith -> Subterranean Animism -> Undefined Fantastic Object (pun intentional) -> Ten Desires.
