It's a guy talking about how in "five years" (2007, because he said it in 2002), it'll be possible for humans to have wings surgically implanted, as their brains will compensate for the new limbs. Seems a tail would be easier, really... no feathers, plus you can hide it under a skirt or pair of large pants if you have to.
