She did the hole because she was going to put a symbol there like the way her cousin has an "S" on his. She couldn't find one that suited her, so she left it open just in case she even found one that did.

I still can't get over how ugly the last panel looks. Like, the artistic was trying to go for some really heartwrenching emotion and just ended up failing fantastically; I have no idea what her chin is even trying to do.

Well, that's the new(ish) explanation. The original, cooler explanation was "I don't NEED or WANT a symbol there, so I didn't put one there." Someone even tries to give her a pin symbol to put there and she smacks it out of his hand, because it's just Supes' S-shield with a P instead, and she doesn't want to be a "copy" of Supes, she wants to be her own lady.
