That's a stupid policy. It doesn't excuse using company time that you're being paid for to not do any work. And if you have no other work to do and the supervisor won't give you any? Ask to leave early. Any boss who is worth their title won't see the point in paying you to not do anything productive.
This very rarely happens, I might add. There is always going to be extra work to do. Always. Even if it's just a head start on tomorrow's stuff, or double-checking the work that was already done to catch any mistakes.

Because the people who do this are the boss's buddies, so they're not going to get blamed for anything. It's called office politics.
