And most mecha manga/anime have 14 year old kids fighting wars. Which I find much more problematic than fanwork depicting consensual relationships between minors. (Note the word consensual.)

I think that's the national age but in reality it depends on the prefecture. But I really don't think that shipping kids in anime has anything to do with that, hell, they'll go younger than 13 if the pairing is there.

At any rate, Japan's got a lot of problems in that regard - it's currently not illegal to own child porn (with real kids) and high school girls are basically the height of sexualization in media.

A manga or doujinshi slashing a couple 16 year olds is hardly the most pressing issue here.
