Back in december 1999 I spent some time without electricity and running water (in the countryside) because of a freak storm. I was 10, so I don't remember it that well. I remember that we had a half lamb in the freezer and we were worried it'd go bad and covered the freezer with a blanket to try to keep the cold in. In the end we had to cart it off to a friend who still had electricity.

Some of my family members still keep huge amounts of food because they remember the food shortages of WWII.

Ehhh, again. That sucks, but I wouldn't really call it deprived. I mean, I am sorry you had to go through it, but it's not quite the same as living day by day for years with the same kind of fear of loosing and not regaining water/electricity.

Most people, at least in the United States, have gone through some kind of short term utility deprivation because of the weather. Our infrastructure is pretty old, and we have some pretty severe weather, so all kinds of people go through something like that.

Not quite the same as living without electricity/water/food for years because you can't afford it, replace it, or move away from it.

I'm not calling it deprived, don't worry. I'm sorry you live around the kind of people who'd shame you because you can't afford their living conditions.

Thank you, and I'd like to apologize if I ended up offending you. I didn't mean to mitigate your experience, or your feelings during that experience, just provide a distinction between hardship and long term deprivation.
