My first guess would be a Black Lantern-reanimated Fiddler, who was a recurring foe of Jay Garrick (Golden Age Flash.)

I could be wrong -- I'll keep looking.

Now that I think about it, it probably IS the Fiddler -- during Blackest Night, Waller destroys him by blowing up a Manhunter robot.

No problem! I've been doing a Batman-centric read-through of the DCU from 1986-2011 and I haven't gotten to Blackest Night yet, so I didn't recognize it at first. (The comics I'm reading now are mostly 1997-1998.) Fiddler's totally a C-list villain (most Golden Age villains are) and obscure as hell.
