Can be, yes. Some asexuals also don't do any sexual activity at all. That's why the term nonsexual didn't catch on, since it alienated asexuals who may masturbate or asexuals who have sex within a partnership with a non-ace.

Nonsexual, now that sounds like a good term for those who have no interest in sex at all/don't get horny! Sex-negative and sex-repulsed sound too reactionary and disproving.

sex-negative or sex-repulsed are for people who are actively disgusted or have negative feelings towards sex
