I always got the impression he thought, "Like mother, like daughter," which ... seriously, Reality Distortion Field firmly in place there.
(I guess I never paid enough attention to Cardassian-on-Cardassian interactions to get a sense of whether or not Dukat was truly clueless, or whether he was simply interpreting Kira's snarl as part of the mating-dance: I tended to read it as the standard "She has spirit, I will enjoy breaking her" trope.)
