This. It's honestly what it read like to me.

OP, maybe the characters are changing from canon because they're developing differently due to being in different circumstances. Unless all the fic you read is bad, this is probably what's happening.

That being said, if you truly believe the characters are developing unnaturally, the plot is convoluted, & the writing is disintegrating, tell the author. Constructive criticism is a writer's best friend. Maybe you will be the lone dissenting voice, but one honest, specific review, even if negative, is more worthy than a thousand "omg pleez update soon!!1!"

Unless the author is a douche.

Like someone said earlier, sometimes the characters become "OOC" because the circumstances of the story changes them.

But as a fanfic author, I get SO HAPPY when I receive constructive criticism. I want to be a better author. That means listening to valid concerns/criticism from readers. So if you ever happen upon one of my fics, know that you can constructively criticize to your heart's content.

Don't be afraid to leave that concrit... and if an author bitches you out for it, they don't deserve your time anyway.
